I agree with this. In the games, the voice actors are usually the same guy. There are a few exceptions, but most of them are the same guy. Also, the game is made with the same engine, so you cant really tell which is which. Just my two cents.

The game is actually really good at finding the voice of the same guy, but the voice isnt necessarily the same. With a bit of luck, it will be the same voice. But you will have to guess, which can be difficult. Ive only played Deathloop, but I have a fair amount of experience with voice acting in video games. And I can assure you the voices are not the same. I can name names, but Id rather not.

I dont really know the actors personally, but it is said that they were all from Portland. That would be Portland itself, if that matters to you.
